Board members

The APC Board oversees the work programmes that support each of our strategic priorities and provides direction across all areas of activity. It has delegated authority to make decisions on behalf of member trusts through the Chairs, Chief Executives and nominated Non-Executive Directors (NEDs). The Board also monitors progress, provides assurance across the collaborative, and promotes a culture of partnership and shared working.

The APC Board meets every two months and reports to individual trust boards and the ICB System Transformation and Delivery Committee.

To support its work, the Board may establish standing groups or short-term task-and-finish groups to develop proposals and deliver specific priorities. These groups are sponsored by an Executive-level Senior Responsible Owner (SRO) and are disbanded once their objectives have been achieved.

Professor Meghana Pandit, APC Chief Executive

Meghana became Chief Executive Officer of Oxford University Hospitals in 2022 and was appointed substantively in March 2023. Since April 2026, she has also served as Deputy Chief Executive Officer to the NHS England CEO alongside her role at OUH.

A consultant obstetrician and gynaecologist by background, Meghana trained in the Oxford Deanery and has held senior leadership roles across the NHS, including Chief Medical Officer and Deputy Chief Executive at University Hospitals Coventry and Warwickshire NHS Trust.

She holds an MBA from Oxford Brookes University and continues to play a leading role in NHS transformation and improvement at both local and national level.

 

 

Oke Eleazu, APC Board Chair

Oke joined the Royal Berkshire Foundation Trust in April 2025. A qualified accountant, he’s held a variety of senior leadership roles including at Prudential, Sainsburys and Bupa. 
 
An experienced non-executive director, Oke has been on the board of Hyde and Bromford housing providers and the Institute of Customer Service.
 
After stepping down as UK CEO of ManyPets, Oke’s passion for improving diversity, equity and inclusion led to him launching a start-up social enterprise, Elevate Colour, to improve representation of people of colour in business leadership roles. Oke is the host of Race to the Top podcast, where he interviews successful leaders of colour.

Janet Lippett, Clinical Services Programme Chair 

Janet was appointed Chief Medical Officer in 2019 and with executive colleagues led the Trust's response to the Covid-19 Pandemic. Recently completing an 8-month interim role as Acting Chief Executive she is also the Executive Lead for our partnership with the University of Reading.

Qualifying as a doctor at St Georges Hospital, London in 1999 she joined RBFT in 2007 as a Consultant Geriatrician establishing a successful Orthogeriatric Service.

Moving into management in 2010; as a Clinical Director and then as Care Group Director for Networked Care; Janet works with system partners to ensure high quality care across the community

Mike O’Donovan

Mike spent 30 years in the consumer healthcare industry holding managing director positions in the UK and overseas as well as global corporate roles. He left industry to become chief executive of the Multiple Sclerosis Society.

He has held a range of non-executive chair, director and trustee positions including founding co-chair of National Voices, the leading patient service user advocacy group, member of the management board of the European Medicines Agency, chair of two NHS Trusts and board member of Frimley Health NHS Foundation Trust.

Dom Hardy, Elective Care Board and System COO Representative

Dom Hardy joined the Trust in December 2019 as Chief Operating Officer. His portfolio includes lead responsibility for the Trust’s digital and financial improvement programmes as well as operational leadership through the Trust’s three care groups.

Previously he held the position of Director of Primary Care and System Transformation at NHS England and Improvement.

Dom’s previous roles at NHS England include Director of Commissioning Operations for Wessex and Regional Assurance and Delivery Director for the South of England. 

Prior to that, he held posts in central Government, with PricewaterhouseCoopers, and in South Central Strategic Health Authority.
